Cultivating the necessary skills to apply others' findings to local contexts

In order for evidence-based blended-learning practices to be successfully implemented, educators, administrators, and researchers must all be able to apply research in new/local contexts.

Instructional problems are the driving force behind implementation, so the instructional practices being measured should be selected because of their potential to meet instructional objectives.

All stakeholders need to understand the instructional problems being tackled and the theory behind why implementation activities can be expected to address or solve those problems.
