Cultivating the necessary skills to apply research findings to local contexts
In order for evidence-based blended-learning practices to be successfully implemented, educators, administrators, and researchers must all be able to apply research in new/local contexts.
Measurement serves practice when the evidence being used to design implementation is relevant, so that the instructional practices being implemented have the potential to meet their objectives.
All stakeholders need to understand the instructional problems being tackled and the theory behind why implementation activities are expected to address or solve those problems.
