When asked about the most critical piece of their scale process for implementing blended or personalized learning at a system level, district/CMO leaders have talked consistently about the importance of having a clear, centralized vision for change that includes the desired outcomes the district is seeking. For a number of districts, even those with largely decentralized strategies, this means creating a coherent, district-wide definition of blended learning or personalization to ground and align implementation efforts.
