This brief provides analysis of state policy changes needed toward a long-range vision to transform education and ensure our nation’s education systems prepare all students with the skills necessary to achieve success, contribute to their communities and advance society.

Our policy priorities are intentionally constructed to support future-focused states and localities moving forward from their current state of education to future systems that are equity-driven and ensure that every student will experience a prosperous, just and successful future.

For states, the 2019 policy priorities are:

• Redefine student success to prepare all students for college, career and civic life;
• Create meaningful qualifications based on mastery;
• Redesign accountability systems for continuous improvement;
• Build aligned, balanced systems of assessments to certify knowledge and skills;
• Develop educator capacity for next-generation learning;
• Build system and school leadership capacity for change; and
• Establish enabling state policies to create and launch innovative learning models and multiple pathways.

For federal leaders, the 2019 policy priorities are:

• Launch a pilot program in the reauthorization of the Higher Education Act to support innovation;
• Remove barriers for states in ESSA Section 1204 (Innovative Assessment Pilot);
• Support continued expansion of Internet access, wifi and broadband infrastructure; and
• Target funding within the reauthorized Perkins Career and Technical Education Act to encourage alignment to postsecondary programs and pathways.

This guide draws evidence from research and exemplar cases across the country to demonstrate that technology can enrich and enhance all such uses of the SSAE grant.

This publication re-envisions professional practice, learning and development for educators in competency-based education.

As school districts transition to new, more powerful student-centered learning models, it’s critical that educators leading the transformative practice are equipped for their new roles. Moving Toward Mastery describes a teaching profession that is equity-oriented, learning-centered and lifelong; it recommends 15 strategies that can help school districts successfully make this paradigm shift.

Building off examples of effective teaching, professional development and practice across the nation, the new report explores how communities can work together to prompt and sustain complex systems change of moving both students and teachers from a one-size-fits-all approach to education to one in which all students and all teachers can succeed.
